Foreign Affairs Round Table

Larry Diamond on Leslie Gelb on the Foreign Affairs Iraq Roundtable:

As Gelb himself emphasizes, any such federal system would have to give clear and full control over the country's oil and gas resources to the central government. I also think his federalist proposal would be more viable and acceptable if it created some kind of automatic and internationally guaranteed payment mechanism for transferring the statutory shares of Iraq's oil and gas revenues directly to the regional governments... blah, bla-blah blah...



Yeah, I think there's something too smug about how these guys presume that their neocolonial gerrymandering is somehow going to solve the "Iraq problem"...
